<p>Description:<br />
The scope of work for the Design/Build Glazing Systems Package includes all glazing systems currently labeled in the bidding documents as W-1, W-3, W-4, W-8, and W-10.  Major scope elements for this package will consist of, but are not limited to, the following:</p>
<ul>
<li>Perform services including the preparation of glazing system design documents, engineered calculations, and detailed coordination shop drawings with associated 2-D &amp; 3-D modeling. Trade Subcontractor to provide coordination, constructability reviews and sequence of installation advice to assist Architect in finalizing the construction documents where glazing systems interface with other aspects of the building (i.e., structural steel, security systems, lighting, etc.).  The process shall be collaborative where all members of the design and contracting team mutually refine and update their respective construction documents to illustrate the full design intent.</li>
<li>Provide all calculations including the verification of blast requirements as specified in the Contract Documents.  Provide all necessary system component and supporting data for testing criteria and all specified test results from blast analysis.</li>
<li>Engineer, prepare, coordinate, conduct and complete all specified on- and off-site testing and mock-ups.</li>
<li>Coordinate all other trade scope system interfaces with W systems (i.e., future fixtures, LEDs, security, signs, etc.) as shown and specified in the Contract Documents.</li>
<li>Fabricate and install all systems and system structures (i.e., all structural and support assemblies that are welded and/or bolted to primary building structure, etc.). Bolted assemblies and their location on primary structures require additional coordination with steel fabricators in conjunction with continuous on- and off-site quality control, shop drawings review and coordination, review and confirmation of all of bolted assemblies including, but not limited to, on-site coordination during fabrication at fabricator facilities.</li>
<li>Furnish and install all specific glazing assemblies and components per bidding documents, including but not limited to all required frit patterns, laminate(s) types, edge treatment, tempering, gaskets and sealants.</li>
<li>Furnish and install all associated aluminum and stainless steel panels, enclosures, escutcheons, trim profiles and any/all aluminum and stainless steel flashing, closure plates and backing assemblies as shown for each W system. All paneling and trims at floor finish levels require coordination with finish floor assemblies and locations. Coordination of receiving trims adjacent to finish flooring requires properly sized and fabricated receiving trims, panels and caps.  </li>
<li>Furnish and install all system expansion joints and subassemblies where specified; all bird deterrent systems; all smoke seals and fire safeing at slab edges; all architectural, structural and fire caulking at joint locations, to adjacent surfaces and to all dissimilar materials where shown and/or specified and by code; vapor barriers; specified protective coatings; welded or bolted plate assemblies to structural steel and/or embedded in concrete and all miscellaneous iron in direct support of glazing systems.</li>
<li>Furnish and install all waterproofing and associated backing plates and support assemblies as specified. All waterproofing assemblies require detailed, systematic coordination and scheduling for proper sequencing of other trades and waterproofing applications. Installation requires multiple mobilizations and non-sequential installations for areas where detailed system interface requires multiple trades to work in tandem in achieving required installations.     </li>
<li>Coordinate and provide support structures requiring interface with other trades (i.e., future lighting, signage, exit signage, etc.).</li>
<li>Design, provide and install all associated system embeds including, but not limited to, field layout, verification of control, grouting and all necessary concrete pour watch manpower.</li>
<li>Coordinate, design and install integral fall protection components for W-8 and W-10 systems only.</li>
</ul>
<p>The selection process for this package has been a three-step process:  1. Request for Qualifications, 2. Request for Design Proposals, and 3. Invitation for Bids.  Trade Subcontractors must be pre-qualified through the first two steps in order to submit a Bid.  Pre-qualified bidders are:</p>
<ul>
<li>Enclos Corp.</li>
<li>Josef Gartner USA (division of Permasteelisa North America Corp.)</li>
<li>NEC of California, Inc., dba Mero/NEC</li>
</ul>

<p>If Webcor/Obayashi Joint Venture chooses to recommend any of the qualified subcontractors for the Glazing Design-Build contract to the TJPA for its approval, the Subcontractor will be required to comply with all TJPA contract requirements.   Trade Subcontractors bidding for the Glazing Design-Build package will be required to have second-tier subcontractors in order to meet a Small Business Enterprise (SBE) participation goal of 20 percent.  SBE is defined in the TJPA <a href="http://transbaycenter.org/uploads/2009/07/SBE_Policy_No_015_Rev1.pdf">Small Business Enterprise Program</a>.  <em><a href="http://transbaycenter.org/uploads/2009/07/DBE-SBE-Fact-Sheet.pdf">Learn more about the TJPA SBE Program.</a></em></p>

<p>Webcor/Obayashi Joint Venture seeks Trade Subcontractors that have significant experience with structural concrete foundations, reinforcement, embedded items, substructure construction, below-grade waterproofing, mechanical, electrical, and plumbing infrastructure on complex projects which present significant coordination with adjacent properties and traffic relocation located in an urban environment; including the engineering, coordination, procurement and complete installation of their respective systems.</p>

<p>A Mandatory pre-bid conference for Trade Subcontractors interested in submitting bids will be held on May 22, 2012, at 2:00 pm, at Webcor/Obayashi Joint Venture’s project office at 175 Beale Street, San Francisco, CA 94105.  Attendance at the pre-bid conference is optional for subcontractors to Bidders.</p>

<p>Bidders who are not pre-qualified Shall submit one (1) original and three (3) copies of their Qualification requirements in sealed envelopes addressed to : Jeff Heath, Webcor/Obayashi Joint Venture, c/o TJPA Offices at 201 Mission Street, Suite 2100, San Francisco, California 94105 <strong>by 2:00 pm Pacific Time on June 26, 2012.</strong>  No Qualification submissions will be accepted after 2:00 pm on this due date.  Second-tier subcontractors do not need to respond to the RFQ.  Trade Subcontractors will be notified of their qualification status by <strong>June 26, 2012.</strong>  Bids from non-pre-qualified bidders at the time of bid opening will be be returned to the respective bidder unopened.  Qualification application documents are posted below.</p>
<p>Trade Subcontractors will be required to meet Small Business Enterprise (SBE) participation goals. <p>Each Trade Subcontractor shall submit sealed bids to the TJPA offices at 201 Mission Street, Suite 2100, San Francisco, California 94105 <strong>by 2:00 pm Pacific Time on July 10, 2012</strong>.  No bids will be accepted after 2:00 pm on the bid due date.</p>
<p>Funding for this work is provided by the American Recovery and Reinvestment Act (ARRA); ARRA requirements include submitting monthly reports of hours/jobs.</p>

			<content:encoded><![CDATA[<h1><span id="MainContentBlock"><strong>Request for Proposals for Legal Services</strong></span></h1>
<p>The Transbay Joint Powers Authority (TJPA) issues this Request for Proposals (RFP) for LEGAL SERVICES (Services) for the Transbay Transit Center Program (Program) from firms (Respondents) with the qualifications and expertise to provide a full range of legal services.  The TJPA currently utilizes and anticipates a continuing need for legal services and advice in areas including, but not limited to:  general counsel; land use, land acquisition, real estate and development law; labor and employment law, including human resources advice; construction law; public transit/transportation law; environmental law; public contracting law including federal and State of California procurements and compliance; legislative matters; risk management; intellectual property; public and private finance; and litigation services in all these areas, on an if-and-as-needed basis.  </p>
<p>The City Attorney of the City and County of San Francisco is an officer of the TJPA and serves as Legal Counsel.  In some cases, however, the City Attorney must withdraw from representation due to conflicts involving representation of other City entities, or the TJPA determines that representation by outside counsel is appropriate for specific matters or for issues requiring special expertise.  The TJPA reserves the right to assign a legal matter or case to either the City Attorney or to outside counsel, and/or to request that outside counsel and the City Attorney’s office work together on any particular matter.</p>
<p>The TJPA currently has contracts for legal services with Thompson Coburn LLP for advice on federally-related matters, and Sheppard, Mullin, Richter &#038; Hampton LLP for retail counsel.  These contracts have remaining terms and budgets such that TJPA is not seeking proposals for these specialty areas in response to this RFP.</p>

<p>Webcor/Obayashi Joint Venture seeks responses to a Request for Qualifications (RFQ) from Trade Subcontractors interested in bidding the Structural Steel Superstructure, Steel Deck, Steel Stairs and Miscellaneous Metals Construction Services on the contract for the Transbay Transit Center (TTC) Project located in San Francisco, California.</p>
<p>Webcor/Obayashi Joint Venture seeks Trade Subcontractors that have significant experience with structural steel superstructures including steel casting, large span beams/girders and all embedded items, steel decks, steel stairs and miscellaneous metals including but not limited to cat walks, metal ladders and metal railings on complex projects which present significant coordination with adjacent properties and traffic relocation located in an urban environment; including the engineering, coordination, procurement and complete installation of their respective systems.</p>
<p>Starting May 7, 2011, RFQ packages will be available from Webcor/Obayashi Joint Venture and from the TJPA.  Interested Trade Subcontractors should download the RFQ directly from this webpage (below); or contact Webcor/Obayashi Joint Venture by e-mail at <a href="mailto:TransbayBidding_TG07.1@webcor-obayashi.com">TransbayBidding_TG07.1@webcor-obayashi.com</a>, or fax at (510) 748-7805 to obtain a package.</p>
<p>Trade Subcontractors shall submit one (1) original and four (4) copies of their RFQ responses by <strong>2:00 p.m. Pacific time on June 28, 2012</strong>, to: Jeff Heath, Webcor/Obayashi Joint Venture, 175 Beale Street, San Francisco, CA 94105-1801.</p>
<p>Trade Subcontractors shall submit and will be evaluated on information with respect to their experience on projects of similar size, scope and complexity.  The information shall include general and specific experience, claim and surety history, financials, ability to meet schedule and budget requirements and skills in general management and coordination. Resumes of key personnel who will manage and supervise the construction shall be provided in the RFQ response.</p>
<p>Trade Subcontractors must hold valid contractor licenses and must provide ability to obtain corporate surety (payment &amp; performance) bonds and insurance in order to be eligible for the qualification (RFQ) evaluation.</p>
<p>Trade Subcontractors will be required to have second-tier subcontractors in order to meet the Transbay Joint Powers Authority’s (TJPA’s) Small Business Enterprise (SBE) participation goals; these Second-tier subcontractors who will be involved with these requirements do not need to respond to this RFQ.  An SBE is defined in the Transbay Joint Powers Authority (TJPA) Board Policy No. 15, <a href="/uploads/2009/07/SBE_Policy_No_015_Rev1.pdf">Small Business Enterprise Program</a>.</p>
<p>Webcor/Obayashi Joint Venture at its own discretion may conduct interviews with any or all of the Trade Subcontractors responding to the RFQ to better determine their qualifications to perform work required under the project.</p>
<p>If Webcor/Obayashi Joint Venture chooses to recommend any of Structural Steel Superstructure, Steel Deck and Steel Stairs contract work to the TJPA for its approval, the Trade Subcontractor will be asked to comply with all TJPA contract requirements, including signing a letter of assent to the Transbay Transit Center <a title="Project Labor Agreement" href="http://transbaycenter.org/tjpa/doing-business-with-the-tjpa/project-labor-agreement">Project Labor Agreement</a> and certifying compliance with federal Buy America regulations.</p>
<p>The evaluation of the RFQ is solely for the purpose of determining Trade Subcontractors who would be deemed qualified to bid for and perform the work outlined in this RFQ.</p>
<p>Contract documents, including plans and specifications, for the project are anticipated to be available for bidding in August 2012.  The estimated date for issuing the Notice to Proceed (NTP) for construction is November 2012.</p>

<p>The TJPA seeks proposals from qualified firms with expertise in civil, structural, and other related professional engineering disciplines specific to architecturally exposed structural cast steel node shop drawing detailing in buildings and transit facilities and their related infrastructure. The successful Respondent will demonstrate experience in successfully self performing architecturally exposed structural cast steel node shop drawing detailing and quality control services for five or more similar projects.</p>

<p>Webcor/Obayashi Joint Venture seeks Trade Subcontractors that have significant experience with deep excavation and backfill, spoils management, geothermal pipe installation, geothermal looping, grouting, pressure testing, flushing, balancing, and final commissioning of geothermal systems on complex projects which present significant coordination with adjacent properties and traffic relocation located in an urban environment; including the engineering, coordination, procurement and complete installation of their respective systems.</p>

Webcor/Obayashi Joint Venture seeks responses to a Request for Qualifications (RFQ) and concurrent Invitation for Bids (IFB) from Trade Subcontractors interested in bidding for Trade Package # TG06.2: Grounding System Construction Services for the Transbay Transit Center (TTC) Project located in San Francisco, California.</p>
<p>Webcor/Obayashi Joint Venture seeks Trade Subcontractors that have significant experience with excavation and spoils management, Grounding Electrode Conductor installation, Ufer grounding installation, complete electrical and resistance testing, and final commissioning of grounding systems on complex projects which present significant coordination with adjacent properties and traffic relocation located in an urban environment; including the engineering, coordination, procurement and complete installation of their respective systems.</p>
<p>Trade Subcontractors will be required to meet Small Business Enterprise (SBE) participation goals.  Information on the TJPA SBE Program is available <a title="Doing Business with the TJPA" href="http://transbaycenter.org/tjpa/doing-business-with-the-tjpa">here</a>.  A <a href="https://webcor.box.com/shared/bd4a238232180077eba9">database</a> of firms from the San Francisco Human Rights Commission, California Department of General Services and the California Unified Certification Program of trades relevant to TG06, TG06.1 and TG06.2 has also been developed.   </p>

<p>Webcor/Obayashi Joint Venture seeks Trade Subcontractors that have significant experience with structural concrete foundations, reinforcement, embedded items, substructure construction, below-grade waterproofing, geothermal systems, mechanical, electrical, and plumbing infrastructure on complex projects which present significant coordination with adjacent properties and traffic relocation located in an urban environment; including the engineering, coordination, procurement and complete installation of their respective systems in the following trade: Structural Concrete Substructure, Waterproofing, Geothermal, Mechanical, Electrical and Plumbing</p>
<p>Trade Subcontractors will be required to have second-tier subcontractors in order to meet the Transbay Joint Powers Authority’s (TJPA’s) Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) participation goals.</p>

<p>If Webcor/Obayashi Joint Venture chooses to recommend any of the Structural Concrete Substructure, Waterproofing, Geothermal, Mechanical, Electrical and Plumbing contract work to the TJPA for its approval, the Trade Subcontractor will be asked to comply with all TJPA contract requirements.</p>
<p>Contract documents, including plans and specifications, for the project are anticipated to be available for bidding in May 2012.</p>

<p>The Transbay Joint Powers Authority (TJPA) is issuing a Request for Proposals (RFP) for CONSTRUCTION MANAGEMENT SERVICES FOR BUS STORAGE STORAGE FACILITY from firms with expertise in the construction management of similar facilities.</p>
<p>The Bus Storage facility will be located beneath the I-80 approach to the Bay Bridge within the block bounded by Second, Third, Stillman, and Perry streets, and will be used for weekday, mid-day bus storage for approximately 49 buses.  The Project includes a significant amount of soil excavation and off-haul in order to facilitate construction of an at-grade parking facility for mid-day storage of transit buses, sound walls, retaining walls, fences/gates, security/access control systems, administration and support facilities, and a bus link ramp spanning over Second Street to connect with the new Bus Ramps to be constructed under a separate contract. </p>

<p>Webcor/Obayashi Joint Venture seeks multiple trade subcontractors and/or manufacturers to participate in constructability reviews for the following:</p>

<p>Requested services will include feasibility review of design documents and details, and providing industry-specific constructability observations and recommendations.  Participants will receive no compensation for their services.  By their constructability review and services, participants will have no right to a future contract; acceptance of services constitutes no contractual commitment or financial obligation of any kind on the part of Webcor/Obayashi Joint Venture or the Transbay Joint Powers Authority.  Participants will receive no competitive advantage from participating in the review.  Participants will be invited non-exclusively to participate in the competitive process for the final respective Trade Subcontractor packages.</p>

<p>Webcor/Obayashi Joint Venture seeks responses to a Request for Proposals (RFP) from Trade Subcontractors interested in submitting a proposal for Trade Package # TG05.7: Site Maintenance &#038; Control Services for the Transbay Transit Center (TTC) Project located in San Francisco, California.</p>
<p>Trade Subcontractors shall possess a valid and current California Contractor’s license for the work for which it intends to submit a proposal and must provide proof of insurance in order to be eligible for submitting an proposal.</p>
<p>Trade Subcontractors are required to be certified Small Business Enterprises (SBEs) in order to propose for this scope of work.  Information on the TJPA SBE Program is available <a title="Doing Business with the TJPA" href="http://transbaycenter.org/tjpa/doing-business-with-the-tjpa">here</a>. </p>

<p>Trade Subcontractors shall possess a valid and current State of California Professional Engineer License (Civil or Traffic Engineer) and/or Professional Registration with a C31 California License for the work for which it intends to submit a proposal and must provide proof of insurance in order to be eligible for submitting a proposal.</p>

<p>Bidders who are not pre-qualified may submit qualification packages to Webcor/Obayashi Joint Venture no later than January 21, 2011. Bids from unqualified bidders at the time of bid opening will be returned unopened. Qualification application documents are posted below.</p>

<p>The Transbay Joint Powers Authority (TJPA) is issuing a Request for Qualifications (RFQ) for REAL ESTATE ECONOMICS CONSULTING SERVICES (Services) for the Transbay Transit Center Program (Program) from firms or individuals (Respondents) with expertise in real estate valuation, real estate market research and analysis, tax increment projections, public-private real estate transactions, and developer agreements. The TJPA will establish a panel of qualified Respondents to provide a variety of real estate economics and evaluation services on an on-going as-needed basis over a five year period. </p>

<p>Description:<br />
Webcor/Obayashi Joint Venture seeks Trade Subcontractors with significant experience in installation of temporary power skids and associated infrastructure with metering switchgear per PG&amp;E standards on complex projects which present significant coordination with adjacent properties and traffic relocation; located in an urban environment including the engineering, coordination, procurement and complete installation of respective systems. The work to be performed includes but is not limited to the following:</p>
<ul>
<li>engineer, design, coordinate and install five temporary power skids and metered switchgear per PG&amp;E standards in preparation of transformer and line power connection</li>
<li>install on and offsite ground ducts, distribution panel with above grade conduit stub-outs for future connection by other subcontractors</li>
<li>provide and install protective bollards and fencing at each skid</li>
<li>provide assistance with power hookup at distribution panels for future site subcontractor</li>
<li>conduct scheduled maintenance for gear and panels as needed over 1.5 year period</li>
<li>abandon all gear, materials and installations upon conclusion of scheduled maintenance</li>
</ul>

<p>A pre-bid conference for Trade Subcontractors interested in submitting bids was held on March 10, 2011 at TJPA offices.  Attendance was optional for Bidders.  A copy of the presentation is below. </p>
<p>Bidders must be pre-qualified for this package. Currently pre-qualified trade subcontractors for Site Logistics Temporary Power are:</p>
<ul>

<li>Reliance Engineering, Inc.</li>

Trade Subcontractors should have significant experience with underground domestic water and underground sewer.</p>
<p>Bid Plans and Specifications may be purchased via Ford Graphics <a href="http://www.fordsfoplanwell.com/" target="_blank">PlanWell</a>, (415) 537-2200. Other package documents, including the Project Bidding Manual, are posted below.</p>
