<p>Webcor/Obayashi Joint Venture issued a Request for Qualifications (RFQ) from Trade Subcontractors interested in bidding construction of the Bus Ramps on the contract for the Transbay Transit Center (TTC) Project located in San Francisco, California, on January 2, 2013. The RFQ sought Trade Subcontractors with significant experience with relevant scope including, but not limited to, cable stayed structures, steel box girders, cast-in-place concrete viaducts, cast-in-place concrete overcrossings, off ramp connections, mechanical stabilized earth (MSE) walls, and on grade road and related structures construction, requiring significant coordination with adjacent properties and traffic relocation located in an urban environment; including the engineering, coordination, procurement and complete installation of their respective systems in the following trade:</p>
<p align="center"><strong><strong>TG18.1</strong>: </strong><strong>BUS RAMPS</strong></p>
<p>Trade Subcontractors will be required to have second-tier subcontractors in order to meet the Small Business Enterprise (SBE) participation goals. Second-tier subcontractors do not need to respond to this RFQ, regardless of SBE status. An SBE is defined in the Transbay Joint Powers Authority (TJPA) Board Policy No. 15,<a href="http://transbaycenter.org/uploads/2013/01/015-Revised-2012-SBE-Policy.pdf">Small Business Enterprise Program</a>.</p>

<p>Contract documents, including plans and specifications, for the project are anticipated to be available for bidding in March 2013. The estimated date for issuing the Notice to Proceed (NTP) for construction is Fall 2013. If Webcor/Obayashi Joint Venture chooses to recommend any of Trade Package work to the TJPA for its approval, the Trade Subcontractor will be asked to comply with all TJPA contract requirements, including signing a letter of assent to the Transbay Transit Center Program <a title="Project Labor Agreement" href="http://transbaycenter.org/uploads/2013/01/TJPA_Project_Labor_Agreement_Final.pdf">Project Labor Agreement</a> and certifying compliance with federal Buy America regulations.</p>

<p>Description:<br />
The scope of work for the Design/Build Glazing Systems Package includes all glazing systems currently labeled in the bidding documents as W-1, W-3, W-4, W-8, and W-10.  Major scope elements for this package will consist of, but are not limited to, the following:</p>
<ul>
<li>Perform services including the preparation of glazing system design documents, engineered calculations, and detailed coordination shop drawings with associated 2-D &amp; 3-D modeling. Trade Subcontractor to provide coordination, constructability reviews and sequence of installation advice to assist Architect in finalizing the construction documents where glazing systems interface with other aspects of the building (i.e., structural steel, security systems, lighting, etc.).  The process shall be collaborative where all members of the design and contracting team mutually refine and update their respective construction documents to illustrate the full design intent.</li>
<li>Provide all calculations including the verification of blast requirements as specified in the Contract Documents.  Provide all necessary system component and supporting data for testing criteria and all specified test results from blast analysis.</li>
<li>Engineer, prepare, coordinate, conduct and complete all specified on- and off-site testing and mock-ups.</li>
<li>Coordinate all other trade scope system interfaces with W systems (i.e., future fixtures, LEDs, security, signs, etc.) as shown and specified in the Contract Documents.</li>
<li>Fabricate and install all systems and system structures (i.e., all structural and support assemblies that are welded and/or bolted to primary building structure, etc.). Bolted assemblies and their location on primary structures require additional coordination with steel fabricators in conjunction with continuous on- and off-site quality control, shop drawings review and coordination, review and confirmation of all of bolted assemblies including, but not limited to, on-site coordination during fabrication at fabricator facilities.</li>
<li>Furnish and install all specific glazing assemblies and components per bidding documents, including but not limited to all required frit patterns, laminate(s) types, edge treatment, tempering, gaskets and sealants.</li>
<li>Furnish and install all associated aluminum and stainless steel panels, enclosures, escutcheons, trim profiles and any/all aluminum and stainless steel flashing, closure plates and backing assemblies as shown for each W system. All paneling and trims at floor finish levels require coordination with finish floor assemblies and locations. Coordination of receiving trims adjacent to finish flooring requires properly sized and fabricated receiving trims, panels and caps.  </li>
<li>Furnish and install all system expansion joints and subassemblies where specified; all bird deterrent systems; all smoke seals and fire safeing at slab edges; all architectural, structural and fire caulking at joint locations, to adjacent surfaces and to all dissimilar materials where shown and/or specified and by code; vapor barriers; specified protective coatings; welded or bolted plate assemblies to structural steel and/or embedded in concrete and all miscellaneous iron in direct support of glazing systems.</li>
<li>Furnish and install all waterproofing and associated backing plates and support assemblies as specified. All waterproofing assemblies require detailed, systematic coordination and scheduling for proper sequencing of other trades and waterproofing applications. Installation requires multiple mobilizations and non-sequential installations for areas where detailed system interface requires multiple trades to work in tandem in achieving required installations.     </li>
<li>Coordinate and provide support structures requiring interface with other trades (i.e., future lighting, signage, exit signage, etc.).</li>
<li>Design, provide and install all associated system embeds including, but not limited to, field layout, verification of control, grouting and all necessary concrete pour watch manpower.</li>
<li>Coordinate, design and install integral fall protection components for W-8 and W-10 systems only.</li>
</ul>
<p>The selection process for this package has been a three-step process:  1. Request for Qualifications, 2. Request for Design Proposals, and 3. Invitation for Bids.  Trade Subcontractors must be pre-qualified through the first two steps in order to submit a Bid.  Pre-qualified bidders are:</p>
<ul>
<li>Enclos Corp.</li>
<li>Josef Gartner USA (division of Permasteelisa North America Corp.)</li>
</ul>
<p>Bid Plans and Specifications may be purchased via ARC &#8211; Northern California <a href="https://order.e-arc.com/arcEOC/x_project.asp?de=12b556d9-51f0-4a46-8619-09c3c50859e6" target="_blank">PlanWell</a>, (415) 495-8700. Webcor/Obayashi Joint Venture seeks responses to a Request for Qualifications (RFQ) and concurrent Invitation for Bids (IFB) from Trade Subcontractors interested in bidding Trade Package TG07.1R Structural Steel Superstructure Package (Comprised of -Parts TG07.1W, TG07.1C and TG07.1E) Construction Services on the contract for the Transbay Transit Center (TTC) Project located in San Francisco, California.</p>
<p>Webcor/Obayashi Joint Venture seeks Trade Subcontractors that have significant experience with structural steel superstructures including large span beams/girders, all embedded items and metal decks on complex projects which present significant coordination with adjacent properties and traffic relocation located in an urban environment; including the engineering, coordination, procurement and complete installation of their respective systems.</p>
<p>The TG07.1R Structural Steel Superstructure Package (Trade Package) is comprised of three Parts: TG07.1W, TG07.1C, and TG07.1E. Qualified Trade Subcontractors may submit bids, as specified in the Bid Form, for any Part or Parts of the Trade Package, for any combination of two of the three Parts of the Trade Package, or for the entire Trade Package.</p>
<p><em><strong>***Note the following related to Buy America: The Buy America regulations require that all steel and iron be manufactured in the United States. The Buy America requirements are not discretionary on this project and cannot be removed by TJPA. </strong>There are three conditions under which a waiver to the Buy America regulations may be requested: public interest, non-availability, and price differential. Bidders should be advised that TJPA will not request a public interest waiver. </em></p>
<p><em>If a steel pipe or section cannot be manufactured in the United States, and all bidders certify non-compliance because the particular material is not produced in the United States in sufficient and reasonably available quantities of a satisfactory quality, TJPA reserves the right to request a non-availability waiver from the U.S. Department of Transportation (USDOT) Federal Transit Administration (FTA) after the bid opening.</em></p>
<p><em>If at least one bidder certifies compliance with the Buy America requirements, but the lowest compliant bid would increase the cost of the contract by more than 25 percent over a responsive non-compliant bid, TJPA reserves the right to request a price-differential waiver from the FTA after the bid opening.</em></p>
<p><em>Bidders are advised to complete the Buy America certification(s) appropriately. More than one certification may be submitted if some material can be procured in a manner that is compliant with the Buy America requirements but other material cannot. If more than one certification is submitted, the certifications should each clearly state to which material the certification applies. For example, if both a certification of compliance and a certification of non-compliance are being submitted, the certification of non-compliance must identify the specific materials that will not be compliant, and the reason therefore.</em></p>
<p><em>Bidders should be advised that all waiver requests submitted to the FTA will be published in the Federal Register for a period of public comment. Even if the conditions for a waiver exist, it is unknown whether FTA will grant such a waiver.***</em></p>

<p>The Transbay Joint Powers Authority (TJPA) issues this Request for Proposals (RFP) for INFORMATION TECHNOLOGY SYSTEM SUPPORT SERVICES (Services) for the Transbay Transit Center Program (Program) from firms or individuals (Respondents) with the qualifications and expertise to provide a full range of Information Technology (I.T.) System and End-User Support Services, on an if-and-as-needed basis.  The TJPA seeks proposals from qualified individuals and/or firms with expertise in I.T. system design, computer/network operations, systems management, and end-user support to provide assistance to the TJPA I.T. Manager, who in turn supports 10-15 TJPA staff and 20-25 on-site consultant staff responsible for the operations of the TJPA.  Support will be on an if-and-as-needed basis to assist the I.T. Manager with complex projects and/or to fill in for the I.T. Manager during his absence from the office.</p>

<p>Webcor/Obayashi Joint Venture seeks responses to a Request for Proposals (RFP) from Trade Subcontractors interested in submitting a proposal for the Personnel and Material Hoists Construction Services trade package on the contract for the Transbay Transit Center (TTC) Project located in San Francisco, California.</p>
<p>Webcor/Obayashi Joint Venture seeks Trade Subcontractors that have significant experience with installing, operating, and maintaining multiple personnel and material hoists on complex projects which present significant coordination with other trade subcontractors; including the engineering, coordination, procurement and complete installation of their respective systems in the following trade:</p>
<p align="center"><strong><strong>TG05.3</strong>: </strong><strong>PERSONNEL AND MATERIAL HOISTS</strong><strong> </strong></p>

<p>Trade Subcontractors are required to be a certified Small Business Enterprise (SBE) in order to propose for this scope of work.  As allowed for under the Transbay Joint Powers Authority (TJPA) SBE program, trade package: TG05.3 has an established SBE Utilization Goal of 80%.  The TJPA accepts certifications from the following as SBEs:  any state&#8217;s Unified Certification Program, California Department of General Services, and the San Francisco Human Rights Commission.  If the Contractor is unable to meet the SBE Utilization Goal, the Contractor is required to submit sufficient evidence of good faith efforts to meet the goal, in compliance with the TJPA SBE Program.  Information on the TJPA SBE Program is available <a title="Doing Business with the TJPA" href="http://transbaycenter.org/tjpa/doing-business-with-the-tjpa">here</a>.</p>

<p>The Transbay Joint Powers Authority (TJPA) issues this Request for Proposals (RFP) for SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT/ENVIRONMENTAL IMPACT REPORT (SEIS/EIR) PREPARATION SERVICES (Services) for the Transbay Transit Center Program (Program) from firms or individuals (Respondents) with expertise in preparing alternatives analyses and joint EIS/EIRs.</p>
<p>The TJPA seeks proposals from qualified individuals and/or firms to prepare a Supplemental EIS/EIR (SEIS/EIR), including an Alternatives Analysis (AA) chapter, for Phase 2 of the Transbay Program.</p>
<p>The SEIS/EIR will be supplemental to the March 2004 Transbay Terminal/Caltrain Downtown Extension/Redevelopment Project (Transbay Program) Final Environmental Impact Statement/Environmental Impact Report (2004 FEIS/EIR) and will address refinements in the Phase 2 Transbay Program elements, including changes to the Caltrain Downtown Extension (DTX) tunnel curvature and the extension of rail levels of the Transbay Transit Center (TTC) to accommodate high-speed rail (HSR) requirements (collectively referred to as the “Project”). The 2004 FEIS/EIR was certified by the predecessor agencies to the TJPA, and a Record of Decision (ROD) for the 2004 FEIS/EIR was signed in 2005 by the Federal Transit Administration (FTA). In 2010, the Federal Railroad Administration (FRA) published a ROD adopting those portions of the 2004 FEIS/EIR dealing with Phase 1 of the Transbay Program (the “Transbay Transit Center” or “TTC”) as it relates to FRA funding of the train box in Phase 1. The upcoming SEIS/EIR will evaluate new significant environmental impacts or a substantial increase in the severity of previously identified significant environmental impacts due to changes in Phase 2 of the Transbay Program, changes in circumstances, and new information, as required by the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA).</p>
<p>The TJPA will be the lead agency for purposes of compliance with CEQA. The FTA will be the lead federal agency for purposes of compliance with NEPA, and the FRA will be a cooperating agency pursuant to 40 CFR Section 1501.6. The outcome of this work will be CEQA and NEPA clearance for changes to Phase 2, which will involve certification of the SEIR by the TJPA, adoption of RODs by FTA and FRA, and completion of a focused New Starts Alternatives Analysis as part of the SEIS.</p>

<p>Webcor/Obayashi Joint Venture issued a Request for Qualifications (RFQ) from Trade Subcontractors interested in bidding the Structural Steel Superstructure, Steel Deck, Steel Stairs and Miscellaneous Metals Construction Services on the contract for the Transbay Transit Center (TTC) Project located in San Francisco, California, on May 7, 2012.  The RFQ sought Trade Subcontractors with significant experience with structural steel superstructures including steel casting, large span beams/girders and all embedded items, steel decks, steel stairs and miscellaneous metals including but not limited to cat walks, metal ladders and metal railings on complex projects which present significant coordination with adjacent properties and traffic relocation located in an urban environment; including the engineering, coordination, procurement and complete installation of their respective systems in the following trade:</p>

<p>Contract documents, including plans and specifications, for the project are anticipated to be available for bidding in October 2012.  The estimated date for issuing the Notice to Proceed (NTP) for construction is March 2013.  If Webcor/Obayashi Joint Venture chooses to recommend any of Structural Steel Superstructure, Steel Deck and Steel Stairs contract work to the TJPA for its approval, the Trade Subcontractor will be asked to comply with all TJPA contract requirements, including signing a letter of assent to the Transbay Transit Center <a title="Project Labor Agreement" href="http://transbaycenter.org/tjpa/doing-business-with-the-tjpa/project-labor-agreement">Project Labor Agreement</a> and certifying compliance with federal Buy America regulations.</p>

<p>Webcor/Obayashi Joint Venture seeks Trade Subcontractors that have significant experience with structural concrete foundations, reinforcement, embedded items, substructure construction, below-grade waterproofing, mechanical, electrical, and plumbing infrastructure on complex projects which present significant coordination with adjacent properties and traffic relocation located in an urban environment; including the engineering, coordination, procurement and complete installation of their respective systems.</p>

<p>Trade Subcontractors will be required to meet Small Business Enterprise (SBE) participation goals. Contractors interested in being a sub on this package are being asked to fill out this <a title="Expression of Interest form" href="https://adobeformscentral.com/?f=dpxlX1Hszn6mnrZG-7hRZw">Expression of Interest form</a>.  All completed forms are posted below.  A <a href="http://transbaycenter.org/uploads/2012/08/TG06.0-Amalgamated-Databases-HRC-DOT-DGS.xls">database</a> of firms compiled from the San Francisco Human Rights Commission, California Department of General Services and the California Unified Certification Program of trades relevant to this trade package has been developed.  Completed <a href="http://transbaycenter.org/uploads/2012/08/TG06.0_EIF_5-30-12.pdf">Expression of Interest forms</a> as of Wednesday, May 30, 2012.</p>

<p>The Transbay Joint Powers Authority (TJPA) issues this Request for Information (RFI) to <strong>Steel Foundries </strong>interested in participating in the production of the <strong>Cast Steel Nodes</strong> for the Structural Steel Superstructure<strong> </strong>of<strong> </strong>the Transbay Transit Center.</p>
<p>The Transit Center, designed by Pelli Clarke Pelli Architects, Inc., is a light-filled, open, and accessible public building. The above-ground structure, comprising the Ground Level, Second Level, Bus Deck, and Roof Park, features on its exterior a gently undulating glass wall floating above the street on architecturally exposed inclined steel columns featuring cast steel nodes at their junctions. A central structural sculpture or light column, a tubular steel construction also including cast nodes, will serve as the building’s prominent interior feature, allowing daylight from the Roof Park into the major public space at ground level.</p>
<p>The project requires the production of 296 steel castings made up from 71 unique geometries, totaling approximately 3.3 million pounds of cast steel. The cast steel nodes range in size, geometry, and weight, with the smallest node weighing approximately 4,400 lbs and the heaviest, 41,000 lbs. Delivery of the castings will be expected over a period commencing December 2013 and ending in December 2014. It is anticipated that the trade subcontractor for the Structural Steel Superstructure, Steel Deck, Steel Stairs and Miscellaneous Metals (TG07.1), to be selected via competitive bid in February 2013, will engage steel foundries to commence foundry engineering and casting production in March 2013.</p>
<p>The TJPA seeks to identify steel foundries interested in participating in the production of the castings required for this project. Interested foundries should complete the questionnaire included in Attachment 1 of this RFI, indicating their production capabilities with reference to the various castings required for the project and providing information on their available production capacity for this project. Cast Connex, the TJPA’s engineering and administrative services consultant for the cast steel nodes, will process and communicate the information to the TG07.1 bidders; bidders will then follow up with the foundries of their choosing to negotiate pricing and delivery terms for the castings. Ultimately, the single successful bidder will contract with the foundries of its choosing to produce the steel castings required for this project.</p>

<p>The Transbay Joint Powers Authority (TJPA) is issuing this Request For Quotes (RFQ) from firms with experience in updating and expanding websites.  The TJPA is seeking assistance with an update and expansion of our website (<a href="http://www.transbaycenter.org/">www.transbaycenter.org</a>).  The site was launched in January 2010 and currently utilizes software and plug-ins that are out of date.  The website is hosted by Media Temple and is running on a Linux server.  It is currently on WordPress version 2.8.  The database is running on MySQL version 5.0.45.  Consultants should expect to spend time investigating the current site and its needs, and then convening with TJPA to discuss recommended options.  Recommended options could range from a complete redesign with major new design elements/functionality to an update of the existing site.  Budget is a major consideration in which option will be chosen.  The expectation is that following completion of this project, TJPA staff should be able to maintain a healthy TJPA website on an ongoing basis.</p>

<p>The Transbay Joint Powers Authority (TJPA) issues this Request for Proposals (RFP) for LEGAL SERVICES (Services) for the Transbay Transit Center Program (Program) from firms (Respondents) with the qualifications and expertise to provide a full range of legal services. The TJPA currently utilizes and anticipates a continuing need for legal services and advice in areas including, but not limited to: general counsel; land use, land acquisition, real estate and development law; labor and employment law, including human resources advice; construction law; public transit/transportation law; environmental law; public contracting law including federal and State of California procurements and compliance; legislative matters; risk management; intellectual property; public and private finance; and litigation services in all these areas, on an if-and-as-needed basis.</p>
<p>The City Attorney of the City and County of San Francisco is an officer of the TJPA and serves as Legal Counsel. In some cases, however, the City Attorney must withdraw from representation due to conflicts involving representation of other City entities, or the TJPA determines that representation by outside counsel is appropriate for specific matters or for issues requiring special expertise. The TJPA reserves the right to assign a legal matter or case to either the City Attorney or to outside counsel, and/or to request that outside counsel and the City Attorney’s office work together on any particular matter.</p>
<p>The TJPA currently has contracts for legal services with Thompson Coburn LLP for advice on federally-related matters, and Sheppard, Mullin, Richter &amp; Hampton LLP for retail counsel. These contracts have remaining terms and budgets such that TJPA is not seeking proposals for these specialty areas in response to this RFP.</p>

<p>The Transbay Joint Powers Authority (TJPA) is issuing a Request for Qualifications (RFQ) for DESIGN SERVICES from firms to work “on-call” with TJPA staff and its PR Consultant, Singer Associates.  Services may include, but are not limited to, layout for fact sheets, flyers, signage and other graphic materials and assistance with graphics for the TJPA website.</p>

<li>How long has your firm been in business? Please provide the year the company was founded, who the founder(s) or managing partner(s) are and what their previous experience is.</li>

<li>Please list what areas of work your agency is proficient in (i.e. web development, graphic design) and explain where your firm feels they best excel.</li>

<p>The Transbay Joint Powers Authority (TJPA) issues this Request for Proposals (RFP) for ARCHITECTURALLY EXPOSED STRUCTURAL CAST STEEL NODES ENGINEERING AND ADMINISTRATIVE SERVICES from firms with expertise in civil, structural, and other related professional engineering disciplines specific to architecturally exposed structural cast steel node shop drawing detailing in buildings and transit facilities and their related infrastructure.</p>
<p>The TJPA seeks proposals from qualified firms with expertise in civil, structural, and other related professional engineering disciplines specific to architecturally exposed structural cast steel node shop drawing detailing in buildings and transit facilities and their related infrastructure. The successful Respondent will demonstrate experience in successfully self performing architecturally exposed structural cast steel node shop drawing detailing and quality control services for five or more similar projects.</p>
<p>An optional pre-proposal meeting was held via Webex at 10:00 am Pacific time on Thursday, April 19. Participants needed to email <a href="mailto:design@transbaycenter.org">design@transbaycenter.org</a> no later than 9:00 am Pacific time on the 19th for the web link and phone number to participate.<br />

<p>Webcor/Obayashi Joint Venture seeks Trade Subcontractors that have significant experience with deep excavation and backfill, spoils management, geothermal pipe installation, geothermal looping, grouting, pressure testing, flushing, balancing, and final commissioning of geothermal systems on complex projects which present significant coordination with adjacent properties and traffic relocation located in an urban environment; including the engineering, coordination, procurement and complete installation of their respective systems.</p>

<p>Webcor/Obayashi Joint Venture seeks Trade Subcontractors that have significant experience with excavation and spoils management, Grounding Electrode Conductor installation, Ufer grounding installation, complete electrical and resistance testing, and final commissioning of grounding systems on complex projects which present significant coordination with adjacent properties and traffic relocation located in an urban environment; including the engineering, coordination, procurement and complete installation of their respective systems.</p>
<p>Trade Subcontractors will be required to meet Small Business Enterprise (SBE) participation goals.  Information on the TJPA SBE Program is available <a title="Doing Business with the TJPA" href="http://transbaycenter.org/tjpa/doing-business-with-the-tjpa">here</a>.  A <a href="https://webcor.box.com/shared/bd4a238232180077eba9">database</a> of firms from the San Francisco Human Rights Commission, California Department of General Services and the California Unified Certification Program of trades relevant to TG06, TG06.1 and TG06.2 has also been developed.   </p>

<p>A Mandatory pre-bid conference for Trade Subcontractors interested in submitting bids was held on April 11, 2012, at 2:00 pm, at Webcor/Obayashi Joint Venture’s project office at 175 Beale Street, San Francisco, CA 94105. <p>Funding for this work is provided by the American Recovery and Reinvestment Act (ARRA); ARRA requirements include submitting monthly reports of hours/jobs.</p>

<p>Webcor/Obayashi Joint Venture seeks Trade Subcontractors interested in bidding the Structural Concrete Substructure, Waterproofing, Geothermal, Mechanical, Electrical and Plumbing Construction Services on the contract for the Transbay Transit Center (TTC) Project located in San Francisco, California.</p>
<p>Webcor/Obayashi Joint Venture seeks Trade Subcontractors that have significant experience with structural concrete foundations, reinforcement, embedded items, substructure construction, below-grade waterproofing, geothermal systems, mechanical, electrical, and plumbing infrastructure on complex projects which present significant coordination with adjacent properties and traffic relocation located in an urban environment; including the engineering, coordination, procurement and complete installation of their respective systems in the following trade: Structural Concrete Substructure, Waterproofing, Geothermal, Mechanical, Electrical and Plumbing</p>
<p>Trade Subcontractors will be required to have second-tier subcontractors in order to meet the Transbay Joint Powers Authority’s (TJPA’s) Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) participation goals.</p>

<p>If Webcor/Obayashi Joint Venture chooses to recommend any of the Structural Concrete Substructure, Waterproofing, Geothermal, Mechanical, Electrical and Plumbing contract work to the TJPA for its approval, the Trade Subcontractor will be asked to comply with all TJPA contract requirements.</p>
<p>Contract documents, including plans and specifications, for the project are anticipated to be available for bidding in May 2012.</p>
<p>Bidders must be pre-qualified for this package. Currently pre-qualified bidders are:</p>
